  • OFB believes a balanced regulatory process is essential for small businesses affected by these rules.

2. Need for Clear Problem Statements • 0:00:24

  • OFB supports the requirement for a detailed problem statement in rulemaking to facilitate productive stakeholder engagement.

  • Past rulemaking processes lacked clarity, leading to confusion and numerous uncoordinated proposals from stakeholders.

3. Economic Analysis Requirement • 0:02:14

  • OFB advocates for a new small business economic analysis that includes opportunity costs, which was previously overlooked by Oregon OSHA.

  • Farm families have repeatedly expressed concerns that these housing regulations would significantly impact their ability to house workers and maintain their farms viability.
